Comrade Utse was born on 23rd December 1961 to the family of Use Bar. He studied at RCM Primary School, Shimankar, Shendam L.G.E.A of Plateau state from 1971 – 1977. From there, he proceeded to Government Teacher’s College Gindiri, Mangu L.G.E.A of Plateau State from 1977 – 1982 for Teacher’s Grade II certificate
In 1986, he enrolled at the prestigious University of Jos, Plateau State where he obtained a Diploma in special education in 1988. He went for further studies at Benue State University and graduated with a bachelor of Science degree in Geography.
Comrade Utse upon obtaining a Grade II cetificate in 1982, picked up appointment with the then Gongola State as a class teacher at L.G.E.A Primary School Nanguru.
In 1992, he transfered his services to Benue State Primary Education Board and was posted to L.G.E.A Central Primary School, Gbajimba-Guma L.G.A of Benue State where he served as head teacher from 10992-1995.
He was later posted to L.G.E.A Primary School Mbabegha still in Guma L.G.A as Head Teacher from 1995 – 1997. From 1997 – 2000, he served as Head Teacher at L.G.E.A Primary School Tse-gwa, Guma L.G.A.
After many years of service in the classroom, he was posted to Guma Local Government Education Authority office Gbajimba as Monitoring Officer from 2000 – 2015.
He served as Head of Quality Assurance department in Guma Local Government Area from 2015 – 2017.After meritoriously working in the civil service for 35 years, Comrade Joseph Utse retired and joined politics. He was appointed to serve as Senior Special Assistant to the Governor of Benue state on special Education from 2019 – 2020. On 15th April 2020, the Executive Governor of Benue State, Samuel Ortom appoited him as Executive Chairman of the Benue State Universal Basic Education Board, where he is currently serving.
